Work spends energy. Stake can be taken away.
Bitcoin's paper uses proof of work. Ouroboros uses a snapshot of stake. The security claim is different, and so is the thing that fails.
The difference that matters
In proof of work, rewriting history means redoing the computation. In proof of stake, the penalty is the stake, if the protocol can attribute the fault. A published rate is not part of either paper.
